GUWAHATI: The Congress today branded the BJP government in Assam as “double-CM government” instead of Prime Minister Narendra Modi’s “double-engine government”. In a statement issued by All India Congress Committee spokesman Prof Gourav Vallabh, the Congress alleged that the BJP government has grossly mismanaged the social, economic and public governance in the state. The statement was also signed by Barpeta MP Abdul Khaleque and Assam Pradesh Congress Committee (APCC) media cell chairperson Bobbeeta Sharma. “While the BJP has been boasting of close co-ordination between the central and the state governments over the development efforts in Assam, the reality is completely different. The so-called double-engine government turned out to be double-CM government with both moving in opposite directions. The development of Assam ended up going nowhere. GUWAHATI: All India Congress Committee (AICC) general secretary in-charge of Assam Jitender Singh today said the Congress will go to the Assam assembly elections without projecting any chief minister candidate. Interacting with the media after an Assam Pradesh Congress Committee spokespersons’ training programme here today, Singh brimmed with confidence while claiming that the Congress and its allies will form the government. “We will go without any chief ministerial candidate. This is one of the democratic features of the Congress,” he said. Asked about seat sharing among the partners of the six-party alliance, Singh said: “It will be decided in a joint sitting of all the stakeholders. I am sure no one will be left with any disappointment.” Meanwhile, upholding party MP from Kaliabor Gaurav Gogoi’s claim, Barpeta MP Abdul Khaleque today said the Congress and its allies would win more than 100 seats in the state elections. He also said the BJP and its allies would not be able to win 20 seats in the 126-member house. “The BJP alliance will win hardly 20 seats. The BJP would win about 10 seats and the others would get a maximum of 10 more,” Khaleque said. He also stated that the Assam Jatiya Parishad and Raijor Dal are too immature to understand the equations in politics. Nagaon MP Pradyut Bordoloi also took a jibe at BJP minister Himanta Biswa Sarma’s statement that the Congress-All India United Democratic Front alliance would win 101 seats only in Bangladesh, saying: “The alliance has sent shock waves among the opponents. So, they have started blurting anything. Congress does not go to Bangladesh to seek divine blessings. NEW DELHI: A court in Delhi rejected the bail application of Jawaharlal Nehru University (JNU) student and Pinjra Tod member Devangana Kalita who was booked under the stringent Unlawful Activities (Prevention) Act (UAPA) in a northeast Delhi riots case. The court, in its order passed on Thursday, said in a case of conspiracy, the presence of an accused at a site is not a sine qua non (essential condition) for establishing his or her role. The court said the entire alleged conspiracy, beginning from December 2019 when roads were intentionally blocked roads to cause inconvenience and disruption of the supply of essential services, resulting in violence, and then leading to the February 2020 riots would be covered by the definition of a “terrorist act”. It noted that there was no gainsaying the fact that according to the Constitution, all the citizens of the country have the right and freedom to protest, including the right to oppose any legislation. However, it is not an absolute right, but subject to reasonable restrictions. The court further said even if it took the arguments of the accused”s counsel at face value that only one side of the road was blocked, it would still be a complete blockage, preventing ingress and egress of the people who were surrounded and for whom panic and terror was created. Devangana Kalita was arrested in the case for allegedly being part of a premeditated conspiracy behind the riots. Communal violence broke out in northeast Delhi on February 24 last year after clashes between citizenship law supporters and protesters spiraled out of control, leaving at least 53 people dead and around 200 injured. IMPHAL: The Manipur government inaugurated the Tamenglong water supply project today with an aim to provide safe drinking water to every household in the Tamenglong district. The Chief Minister of Nagaland N. Biren Singh on Friday took to his Twitter handle to inform that the state government successfully inaugurated one of the most ambitious scheme taken by the government under ‘Go to Hills’ Mission. MUMBAI: The Bombay High Court on Thursday passed yet another shocking ruling the controversial judgment by declaring groping a minor with clothes on as no sexual assault  The Nagpur bench of the Bombay High Court has ruled that holding the hands of a minor girl and opening of the zip of pants do not fall under the purview of ‘sexual assault’ or ‘aggravated sexual assault’ of the Protection of Children from Sexual Offences (POCSO) ActThe observation was made by a single bench of Justice Pushpa Ganediwala on January 15 while passing an order on an appeal filed by a 50-year-old man challenging a sessions court’s order convicting him for sexually assaulting and molesting a five-year-old girl. ALSO READ: SC stays Bombay High Court order terming groping minor’s breast as not sexual assault The high court noted that the definition of “sexual assault” under the POCSO Act says that there has to be “physical contact with sexual intent without penetration”. The high court further said that the facts of the present case are not sufficient to fix the criminal liability on the accused for the alleged offence of aggravated sexual assault. “At the most, the minor offence punishable under section 354-A(1)(i) of the IPC read with section 12 of the POCSO Act is proved against the appellant (Kujur),” the court said. The prosecution’s case is that Kujur had on February 12, 2018 entered the house of the victim when her mother had gone to work. When the mother returned from work, she found the accused holding the hand of her daughter with the zip of his pants open. The mother, while recording her evidence in the lower court, had said that her daughter had informed her that the accused person had removed his private part from the pant and asked the victim to come to bed for sleeping. The high court quashed Kujur’s conviction under sections 8 and 10 of POCSO Act, but upheld his conviction under the other sections. NEW DELHI: Two days after violence broke out in different parts of national capital Delhi during farmers’ tractor rally on Republic Day, Delhi Police today said it has issued a lookout notice (LOC) against some farmer leaders with the help of immigration. The passports of those leaders will be seized as a part of the process. This comes a day after Delhi Police registered an FIR at Samaypur Badli police station against 37 farmer leaders including Medha Patkar, Buta Singh Burjgil, Darshan Pal, Rakesh Tikait, Rajinder Singh, Balbir Singh Rajewal and Yogendra Yadav in connection with Tuesday’s violence. The FIR mentioned multiple Indian Penal Code sections, including Sec 307 (attempt to murder), 147 (punishment for rioting) and 353 (assault/criminal force to deter public servant from discharge of his duty). Delhi Police commissioner SN Srivastava on Wednesday said farmer unions did not follow conditions set for the rally that was supposed to be held from 12 pm to 5 pm with 5,000 tractors and accused them of betrayal. He said violence left as many as 394 police personnel injured. At least one of the protesters also lost his life. Police said their “pre-planned objective of not following the mutually agreed route and time of the commencement of the so-called parade” was to disrupt the Republic Day Parade. Apart from the protesters resorting violence, police has also labeled charges of violation of COVID-19 guidelines by the gathering. Security has also been tightened at Tikri Border where farmers continued their protest against the farm laws. The Cannes Film Festival, completely canceled last year by the pandemic, is postponing this year’s edition from May to July in hopes of having a festival in person. Cannes organizers announced on Wednesday that this year’s festival will now take place from July 6 to 17, around two months after its usual period. The Côte d’Azur festival, which has been going on for almost 75 years with few interruptions, is currently hoping that the coronavirus will recede sufficiently by the summer. Festival De Cannes on its Twitter account wrote, “74th FESTIVAL DE CANNES: CHANGE OF DATES Initially scheduled from 11 to 22 May 2021, the Festival de Cannes will now take place from Tuesday 6 to Saturday 17 July 2021. #Cannes2021” Last year Cannes initially considered postponing its 73rd festival to June or July before finally canceling it entirely. The festival continued with a selection announcement to celebrate the films it had planned to include in its prestigious lineup. This year, the organizers intend to organize a festival, one way or another. No details were announced Wednesday on the form that a 2021 edition could take. If Cannes were to go ahead with spectators in theaters in July, it would be the first major film festival to do so since the Venice Film Festival hosted a festival in September, with moviegoers in masks and distances social events on red carpets. The first independent film festival, Sundance, kicks off on Thursday with virtual screenings and drive-in events scattered across the United States. The Berlin Film Festival, scheduled for March in Germany, is planning a virtual event. AGARTALA: As the protest intensified in Agartala, Tripura police on Wednesday resorted to lathi-charge, firing of tear gas shells and water cannons on protesting terminated teachers. Sources reported that the clash between the police and agitating teachers has been reported from outside the Tripura Chief Minister Biplab Deb’s residence in the capital city. Carrying the Tricolour, the protestors are braving the water cannons and tear gas shells fired by the personnel of Tripura Police in its bid to disperse the agitating crowd. Hundreds of agitating terminated teachers have gheraoed the Chief Minister’s residence. Earlier on Wednesday morning, a massive force of police and paramilitary personnel had vacated the location at Paradise Chowmuhani in Agartala, where the protestors had been demonstrating for the past 52 days. Over 160 agitating teachers were also arrested by the police earlier in the day. Section 144 of the Criminal Procedure Code (CrPC) has been imposed in the Agartala Municipal Corporation area due to the ongoing protests by a group of terminated teachers. According to the order released on Tuesday by the District Magistrate and Collector, Section 144 CrPC will remain in force for a period of 24 hours with effect from 6 am today. There was a likelihood of violent activities and apprehension of danger to human life and public property, in the view of which this order has been passed ex-parte addressed to the public in general and agitators of Joint Movement Committee of 10323 in particular. Earlier on Monday, the agitating staged a protest in front of the education directorate in Tripura’s capital Agartala with the mortal remains a deceased teacher who passed away after he allegedly suffered a massive stroke on Monday. KOLKATA: The Board of Control for Cricket in India (BCCI) President Sourav Ganguly has been admitted to Apollo Hospital in Kolkata after he complained of chest pain on Wednesday. According to reports, Ganguly had felt a slight pain in his chest on Tuesday but the pain increased on Wednesday and hence, he was shifted to the hospital without taking any further risks. He was rushed to the hospital via a green corridor and is currently stable. Ganguly had suffered a mild heart attack earlier in January after which the former Indian captain was immediately admitted to Kolkata’s Woodlands Hospital. Ganguly had suffered a sudden blackout during a workout session at his Behala resident on January 2. Angioplasty was successfully done on Sourav’s right coronary artery after the 48-year-old suffered a cardiac arrest. However, the other two damaged arteries too needed angioplasty but the doctors, after consulting Ganguly and his family, decided that the procedure would be done at a later date. Sourav Ganguly was diagnosed with three blocked coronary arteries after which a stent was inserted in one to remove the blockage. TAMULPUR: Exactly a year after the Bodoland Territorial Region (BTR) Accord, the four factions of the National Democratic Front of Boroland (NDFB) today sought “revision” of the accord to address all issues of the stakeholders. Holding the first anniversary of the accord signing, all the four factions of NDFB congregated at a park at Matanga Par in Tamulpur in Baksa district today and resolved that the BTR Accord was not up to their expectations. The NDFB factions believed that the accord could not achieve the objectives of the disbanded outfits. The BTR Accord was signed between the Centre, Assam government and various Bodo organizations, including the four NDFR outfits, on January 27, 2020. The Bodoland Territorial Council, headed by Pramod Boro, a signatory of the BTR Accord, has already celebrated the first anniversary of the BTR Peace Accord in Kokrajhar over the past weekend. The NDFB factions observed the BTR signing anniversary separately today. The NDFB factions today alleged that not all the NDFB factions were allowed to negotiate at the time of the agreement. NDFB leader Dhiren Boro said the BTR agreement was not an answer to the objectives of their 34-year-long armed struggle and, therefore, “the agreement should be revised”. “If it was a peace treaty, then why is Ranjan Daimari is still behind bars? Why are so many NDFB leaders still in jails, and why so many leaders are being prosecuted? questioned Boro. BENGALURU: V K Sasikala, expelled AIADMK leader has been released from prison today after the completion of all the formalities by jail officials. The procedures for her release has been done at the Victoria Hospital, where she is presently undergoing treatment after testing positive for COVID-19, which she had contracted a week ago, along with her sister-in-law J Ilavarasi. The close aide of former Tamil Nadu Chief Minister J Jayalalithaa was in the Central Jail in Parappana Agrahara here for four years since February 2017 in connection with the Rs 66 crore disproportionate assets case. A huge crowd of Sasikala supporters lined up outside the Victoria Hospital, raising slogans in her favour and distributed sweets in celebration. Former Chief Minister J. Jayalalithaa’s close aide V.K Sasikala was convicted in two charges — hatching criminal conspiracy with the former and abetting her in the acquisition and possession of pecuniary resources and properties disproportionate to Jayalalithaa’s known sources of income. The Special Court, in its September 27, 2014 judgment, which was upheld by the apex court on February 14, 2017, specifically held that Ms. Sasikala along with two other convicts — Ilavarasi and V.N. Sudhakaran — “at the time of joining the household of Jayalalithaa were not possessed of properties significant enough in their names nor did they have any independent source of income as such.” Ms. Sasikala and two others acquired properties in their names and in the names of the 34 companies and firms, which they started during the check period, from July 1991 to April 1996, with unaccounted funds and resources of Jayalalithaa, the courts had found. GUWAHATI: The Transport Association of Assam has decided to withdraw the 24-hour transport service strike scheduled on January 27 after the state government assured the workers to resolve their issues. At least 11 private transport workers’ associations of Assam announced to observe a series of Chakka Bandh protests in the state demanding immediate implementation of the welfare scheme proposed by the Assam government for the private transport workers. The association leaders on Tuesday told the media, “The state government has asked us to withdraw our January 27 strike and promised to sit for a high-level discussion with us. Therefore, respecting their interest, we have decided to withdraw the 24-hour long strike on Wednesday.” However, the transport association threatened to continue with their protests if the talk between the association and state government fails. “If the state government doesn’t address our issues immediately then we will continue with our series of chakka bandhs as announced,” the members added. It added that if their demands were not addressed then the operators will go for 48 hours Chakka Bandh on February 12 and 13 during the Assam Assembly session. “If the state government continues to avoid our demands, there will be a 72 hours bandh from February 25 to February 27,” the association members said. NEW DELHI: As India’s capital city Delhi gears up for Republic day celebrations, thousands of agitating farmers at the Tikri and Singhu borders entered Delhi today, breaking down barricades and marching in with flags and banners. Security personnel have been deployed at several border points in Delhi ahead of the tractor rally by the protesting farmers. The Delhi police and government allowed the farmer’s rally to be held after the Republic Day parade at Rajpath. However, visuals from early morning at the border showed farmers entering the city on tractors, while many marched holding flags ahead of the rally. The tractor rally, termed the Kisan Gantantra Parade, was expected to get under way after 12 noon. However, protesters in large numbers gathered at the borders from 8 am. According to reports, three routes have been cleared for the farmers to hold the parade―63-km route near Singhu Border, 62.5 km-long route from Tikri border, a 68-km long route from Ghazipur border that divides Uttar Pradesh and Delhi. The agitating farmers have been allowed to hold the tractor rally after the Republic Day parade at Rajpath that will be attended by Prime Minister Narendra Modi and President Ram Nath Kovind, among other leaders. This year’s celebrations are a scaled-down affair due to the COVID-19 pandemic. Guwahati: Assam Governor Prof Jagdish Mukhi will hoist the Tricolour at 8 am at College of Veterinary Sciences ground here marking the 72nd Republic Day celebrations. Special arrangements have been made for this year’s Republic Day celebration amid the COVID-19 pandemic. COVID-19 tests have been made compulsory by the state government for all the march-past groups taking part in the Republic Day parade. Troops from Assam Police, NCC Cadets and from various other paramilitary forces have been rehearshing for the Republic Day parade over the past few days at the College of Veterinary Science ground at Khanapara here. Meanwhile, security arrangements have been tightened around the College of Veterinary Science playground to ensure law and order. Security forces have been keeping vigil in other sensitive areas of the city also. According to the official guidelines, during the programme, movement of all heavy commercial goods carrying vehicles coming towards Guwahati through National Highways 31 and 37 will be regulated as and when necessary on the following places for the safety of the general public on the roads:  a. MUMBAI: A court on Tuesday rejected the bail plea of YES Bank ’s co-founder Rana Kapoor, who has been booked for alleged money laundering. A Speccial Prevention of Money Laundering (PMLA) court rejected the bail plea filed by YES Bank co-founder, former managing director (MD) and chief executive officer (CEO), who has been booked by the Enforcement Directorate (ED) for money laundering. Reportedly, Kapoor was arrested on March 8 last year and produced before the special PMLA court. Initially, he was remanded to ED custody and then sent to judicial custody. One first information report (FIR) had alleged that the bankrupt YES Bank had invested Rs 3,700 crore in short-term debentures of Dewan Housing Finance Corporation (DHFL) between April and June 2018. DHFL had sanctioned a loan to DoIT Urban Ventures (India) Pvt Ltd, a wholly-owned subsidiary of RAB Enterprises in which Kapoor’s wife Bindu is a director and 100% shareholder, the CBI had stated in its FIR. Kapoor’s three daughters — Rakhee Kapoor Tandon, Roshni Kapoor, and Radha Kapoor — are also 100% shareholders in DoIT Urban Ventures (India) Pvt Ltd. It is on the basis of the CBI case that ED began its probe into allegations of money laundering by Kapoor and subsequently arrested him on March 8. GANGTOK: Several Indian and Chinese soldiers were injured in a physical clash at Naku La near the Sikkim border after a Chinese patrol troop attempted to intrude into Indian territory. According to reports, a brawl ensued at the India-China border in Sikkim and that the Chinese PLA incursion was thwarted. However, the Indian Army clarified that there was a minor face-off at Nakula area of North Sikkim and the same was resolved by local commanders as per established protocols. The attempt of the Chinese PLA’s intrusion comes even as the ninth round of Corps Commander-level talks lasting for over 16 hours were held at distant Moldo between representatives of India and China on Sunday. This is the first account of a physical escalation between personnel of the two powerful armies since the Galwan valley clash on June 15/16 when there were casualties on both sides, with 20 Indian Jawans being martyred. The situation at Sikkim is said to be tense but calm now. Earlier today, the 9th round of Corps Commander Level talks between India and China ended at 2:30 am. Sources reported that the meeting between the two countries which started at 11 am on Sunday at Moldo opposite Chushul in the Eastern Ladakh sector lasted for more than 15 hours. DHAKA: As the Bangladesh government races to overcome a shortage of rice which is the staple food for more than 160 million people, the country is now set to purchase 100,000 tonnes of rice from Myanmar, putting aside a rift over the Rohingya refugee crisis. Bangladesh and Myanmar have been at odds over the more than 1 million Muslim Rohingya refugees in camps in southern Bangladesh. High rice prices pose a problem for the Dhaka government, which is ramping up efforts to replenish its depleted reserves after floods last year ravaged crops and sent prices to a record high. The vast majority of refugees fled Myanmar in 2017 from a military-led crackdown that U.N investigators said was executed with “genocidal intent” – assertions that Myanmar denies. Bangladesh will import white rice in a government-to-government deal at $485 a tonne, including cost, insurance and freight (CIF) liner out basis, said Mosammat Nazmanara Khanum, the secretary at the country’s food ministry. According to reports, Bangladesh is also buying 150,000 tonnes of rice from India’s state-run firm NAFED in a government-to-government deal while it has issued a series of the tender to buy the grain. Bangladesh, traditionally the world’s third-biggest rice producer with around 35 million tonnes annually, uses almost all its production to feed its people. NEW DELHI: The ban on Chinese apps, including Tiktok, is going to continue as the government has already issued notices to all the apps in this regard. The Central government has sent notices to Chinese apps informing them that the order to block the apps will be continued. According to reports, the notice has been issued by the Ministry of Electronics and IT after reviewing replies of blocked apps. Tiktok has confirmed that the government has received a notice when contacted. “We are evaluating the notice and will respond appropriately,” said a Tiktok spokesman. “Tiktok was one of the first companies to follow the instructions issued by the Government of India on June 29, 2020. We constantly strive to comply with local laws and regulations and do our best to address any concerns of the government. Ensuring the privacy and security of all our users is our top priority,” he said. The government had blocked 59 Chinese apps in June and 118 more apps, including PUBG mobile game, in September. NEW DELHI: The Delhi Police gave permission to protesting farmer unions on Saturday to hold their tractor parades on January 26 in the New Delhi. Sources reported that the tractor parades will start from the Ghazipur, Singhu and Tikri border points of Delhi. Farmers leader Abhimanyu Kohar claimed that the Delhi Police has given its nod to the farmers’ tractor parade on Republic Day in the national capital. Talking to reporters, another farmer leader Gurnam Singh Chaduni said that as thousands of farmers will participate in the parade, there will be no single route. Farmer leader Darshan Pal said that barricades set up at Delhi border points, will be removed on January 26 and farmers will take out tractor rallies after entering the national capital. Thousands of farmers, mostly from Punjab, Haryana and western Uttar Pradesh, have been camping at several border points of Delhi since November 28 last year, demanding a repeal of the three farm laws and a legal guarantee on the minimum support price (MSP) for their crops. Enacted in September last year, the three laws have been projected by the Centre as major reforms in the agriculture sector that will remove middlemen and allow farmers to sell their produce anywhere in the country. MORIGAON: A husband-wife duo hailing from Middle Assam’s Marigaon district has landed behind bars for allegedly running a ‘human trafficking racket.’ Hiteshwar Konwar and his wife Mala Konwar, both residents of the Lelai Bori village under the Laharighat Police Station, have been accused of running a human trafficking racket. The duo had reportedly lured two girls hailing from Hugoltoli village in Morigaon by promising to get them married in Rajasthan. However, some villagers got suspicious when they saw the girls roaming around with the duo and alerted the police. NEW DELHI: Petrol and diesel prices in India touched new all-time highs on Saturday after rates were increased for the fourth time this week. According to an official notification, Petrol and diesel prices were hiked by 25 paise per litre each. This is the second consecutive day of the increase in rate and the fourth this week. In all, prices have gone up by Re 1 per litre this week. Oil Minister Dharmendra Pradhan earlier this week blamed Saudi oil output cut for the surge in oil prices but remained non-committal on tax cuts. State-owned fuel retailers — Indian Oil Corporation Ltd (IOC), Bharat Petroleum Corporation Ltd (BPCL) and Hindustan Petroleum Corporation Ltd (HPCL)on January 6 resumed daily price revision after nearly a month-long hiatus.
